Camas permits its own work and its lots have a distinct signature. Four local facts shape almost every ADU we build here.
Camas runs its own building, plumbing, mechanical and electrical permit process through the city, separate from Clark County — separate review, fees and inspection queue. Washington's 2023 ADU law requires up to two units per residential lot inside urban growth areas, units of at least 1,000 sq ft, and no owner-occupancy requirement; Camas sets height, setback and design standards within that framework.
Prune Hill, the slopes above Lacamas Lake and the edges of Grass Valley frequently need stepped footings, retaining walls or a daylight-basement approach, and rock is common enough that we plan for it. Access matters as much as grade: if an excavator and a concrete truck cannot reach the build site, the foundation number changes materially.
Camas has tree retention requirements and critical-areas regulations for slopes, wetlands and streams that can restrict where a detached unit is allowed to land, and can add a review step or a geotechnical report at the front of the permit schedule. We identify that in feasibility instead of absorbing it mid-permit.
On a sloped Camas lot, a walk-out basement already has the foundation, the floor and part of the envelope. Converting it to a legal ADU comes down to ceiling height, an egress window with a proper well, moisture management, fire separation and a grade-level entry — typically the lowest cost per square foot of any unit on the property.

Camas units run at the upper end of the Clark County range — sloped sites, rock, tree retention and higher finish expectations. Ranges include design, engineering, permits, site work, utilities and finishes. System development charges and Washington sales tax are quoted separately.
A long utility run to the back of the lot, a sewer lateral that has to be replaced or a new tap cut in, an electrical service upgrade, sloped or rock-heavy sites, stormwater detention triggered by the added impervious area, and system development charges that vary by jurisdiction.
Using space you already own and already have a roof over — a garage or basement conversion avoids the foundation, the roof and most of the site work. Keeping the unit under the size threshold that triggers additional review, and stacking the ADU near the existing utility stub-outs.
Impact and system development fees, a separate water meter, the driveway or path the code requires to the entry, landscaping restoration after the trench work, and appliances. We list all of it in the written scope so the finance conversation happens once.
