What it takes to build
an ADU in Vancouver

Four local facts decide your ADU's scope, budget and schedule before design starts. We work through all of them on the first visit so nothing surfaces after you have signed.

City limits or Clark County

A Vancouver mailing address does not mean a Vancouver permit. Salmon Creek, Felida, Hazel Dell and Orchards permit through Clark County; addresses inside the city go through City of Vancouver Community Development. Different ADU standards, different fee schedules, different inspection queues — and in some unincorporated areas a septic and drainfield question instead of a sewer tap.

Two units are allowed — but do they fit

Washington's 2023 ADU law requires jurisdictions inside urban growth areas to allow up to two ADUs per residential lot, units of at least 1,000 sq ft, no owner-occupancy requirement, and no off-street parking mandate near major transit. What actually fits is decided by setbacks, lot coverage, height limit and rear-yard access. We check the parcel, not the headline.

Utility capacity is the real budget risk

A second dwelling needs water, sewer, power and often gas. The questions that move the number: does the existing meter have capacity, can the sewer lateral be shared or does a new tap get cut into the main, and does a 100-amp service need upgrading to carry a second kitchen, laundry and heat pump. We run all three checks in feasibility.

System development charges and stormwater

A new dwelling unit triggers one-time system development charges for water, sewer, transportation and parks, assessed separately from the building permit and often totalling five figures. New roof and paving can also push the parcel past a stormwater threshold, adding detention or infiltration. Both go in the written budget as their own lines.

What pushes an ADU budget up

A long utility run to the back of the lot, a sewer lateral that has to be replaced or a new tap cut in, an electrical service upgrade, sloped or rock-heavy sites, stormwater detention triggered by the added impervious area, and system development charges that vary by jurisdiction.

What brings it down

Using space you already own and already have a roof over — a garage or basement conversion avoids the foundation, the roof and most of the site work. Keeping the unit under the size threshold that triggers additional review, and stacking the ADU near the existing utility stub-outs.

What people forget to budget

Impact and system development fees, a separate water meter, the driveway or path the code requires to the entry, landscaping restoration after the trench work, and appliances. We list all of it in the written scope so the finance conversation happens once.

System development charges are one-time fees a jurisdiction levies when you add a dwelling unit, covering that unit's share of water, sewer, transportation and park capacity. They are assessed separately from your building permit and they are not small — on a detached ADU they can total in the five figures. Rates change, and city and county schedules differ, so we pull current figures for your address during feasibility and put them in the written budget as their own line rather than burying them in a square-foot number.
This is the question that most often changes a Vancouver ADU budget. A 100-amp service generally cannot carry a second full kitchen, laundry and heat pump, so a panel and service upgrade gets added. A 3/4-inch water meter may or may not have capacity for two dwellings depending on fixture count. And the sewer lateral either has capacity to share or needs a new tap cut into the main. We run all three checks during feasibility, because each one is a five-figure swing and none of them should surface during plan review.
Frequently yes, and it is the least expensive path to a legal unit. Four things have to be resolved: ceiling height, a compliant egress window or door in the sleeping area, insulation and air sealing to current energy code, and fire separation from any remaining garage or from the primary dwelling. Vancouver garage slabs are almost always pitched toward the door, so plan on a new floor system. If off-street parking is required for your zone, converting the garage may mean adding a parking pad elsewhere on the lot.
Ten to sixteen months. Feasibility and design run 6–12 weeks, permit review 8–16 weeks through the city or the county depending on queue and corrections, and construction 5–8 months for a detached unit or 3–5 months for a conversion.
